Charles Rollo Peters studied at the San Francisco School of Design under the instruction of Virgil Williams (1830-1886) and Chris Jorgensen (1860-1935). He also privately studied with artist Jules Tavernier (1844-1889). In 1886, he traveled to Paris where he enrolled at the École des Beaux Arts under Jean-Léon Gérome (1824-1904) and Jules-Joseph Lefebvre (1836-1911) and later at the Académie Julian under Gustave Boulanger (1824-1888) and Lefebvre. At the time, he was one of the few Americans to regularly exhibit at the Paris Salon. He later settled in the Monterey Bay Area. He was known for his nocturnal scenes.
